The Office of Court Administration (OCA) operates the Child Protection Case Management System (CPCMS) used by Child Protection Courts (CPCs) to manage cases and collect data. Several OCA staff serve as advisory members of the Data Committee to lend their expertise on data systems and analysis.

Case Management System (CPCMS) and IMPACT Workgroup

The Data Committee facilitates meetings between OCA, DFPS, and Data Committee members to discuss data sharing and integration between OCA’s Child Protection Case Management System (CPCMS) and DFPS’ Information Management Protecting Adults and Children in Texas (“IMPACT”) system. The goal of integration is to reduce errors and increase data accuracy while reducing court staff workloads.

Child Protection Courts & Case Management System

Created by the Office of Court Administration (OCA) and launched in 2009, Child Protection Case Management System (CPCMS) is a state-of-the-art case management system unique to Child Protection Courts (CPC). OCA provides project management, programming, and testing services for CPCMS. OCA staffs a CPCMS Advisory Council of CPC judges, OCA staff and Children’s Commission staff to identify and discuss various enhancements and issues. CPCMS is used by 30 CPC courts handling child protection cases in 144 (mostly rural) of the state’s 254 counties.

PMC Court Evaluation Workgroup

The Data Committee facilitates meetings between the Texas Alliance of Child and Family Services (TACFS), Casey Family Programs, and other stakeholders regarding the evaluation of the Permanent Managing Conservatorship (PMC) Courts in Dallas and Houston. The workgroup developed a plan to use surveys, focus groups, and interviews to obtain data regarding the PMC Courts from the CASA programs in Harris and Dallas Counties and attorneys practicing in the PMC courts in both jurisdictions.

The surveys, focus groups, and interviews were conducted in October and early November 2021 and the Final Report, Raising the Bar: Examining Court Practices and Well-being amongst Children and Youth in the Permanent Managing Conservatorship of the State, was released on December 29, 2021.
