Special Advisors

The Children's Commission has two Special Judicial Advisors, Sheila Craig, and Justice Michael Massengale. 

Sheila Sturgis Craig's career spans decades of service in Health and Human Services in both Louisiana and Texas. Sheila served as the Associate Commissioner of the Texas Health and Human Services (HHS) Office of Minority Health Statistics and Engagement, and in the Office of Border Affairs with a 32-member team located in offices across Texas. Sheila is a recognized national leader in teaching individuals and organizations how to foster and ensure equity among and across disparate populations. She is currently Director of Civil Rights, Health and Human Services of Texas.

 

 

 

Michael Massengale is a private arbitrator and legal consultant working in Houston, Texas. For over nine years he served as an appellate judge on the Court of Appeals for the First District of Texas, authoring over 600 signed opinions. He is also a former trial partner of Baker Botts LLP, where he specialized in commercial litigation involving corporate mergers and acquisitions, fraudulent transfers, securities fraud, and antitrust. He has also tried a number of personal injury and property damage lawsuits to jury verdicts. Justice Massengale serves by appointment on the Texas Access to Justice Commission and as a Senior Advisor to the Supreme Court of Texas Permanent Judicial Commission for Children, Youth and Families.
